4 COMPETITION DETAILS
4.5 AWARDS
4.5.1 Awards to finalists and the winner
The following awards shall be made to the finalists and the winner:

All second stage finalists shall receive an honorarium of R100,000 to contribute towards the cost of the submission of a second stage entry. The award shall however, only be payable after the submission of a second stage entry which, in the opinion of the jury, is a bona fide entry. These awards shall be made at the awards ceremony at the end of the second stage, when the names of the finalists and the winner of the second stage of the competition shall be announced; |

Finalists shall, subject to clause 4.5.2, receive the following prizes in addition to the honorarium :
First prize – R 300,000
Second prize – R 100,000 |

III. |
The Competition Promoter shall pay all prize money within one month of the announcement of the competition results. It is the intention of the Promoter to proceed with the final design, the documentation and with the construction of the first phase of this project immediately. Subject to his/her compliance with the conditions contained herein, the commissioning or appointment of the author of the first placed submission shall constitute the first prize. The Promoter reserves the right to enter into an agreement with the winner, in terms of the standard professional services contract as approved by the Construction Industry Development Board (this document will be available on the competition website) for a service including the design, contract documentation, contract administration and inspection of the works. Fees payable to the architect, thus commissioned, will be according to the Recommended Tariff of Professional fees published in terms of Section 34(2) of the Architectural Professional Act, 2000 (Act no. 44 of 2000). Disbursements will be payable according to the Promoter's Standard Rates for Reimbursable Expenses. The award made out to the winner of stage two shall be deductible from the fees payable according to the afore-cited provisions; |

IV. |
The Promoter reserves the right not to continue with the project at any stage after the announcement of a winner (and the payment of the first prize award of R300,000) and prior to the commissioning of the winner. After commissioning, the conditions of the contract will dictate matters relating to the termination of the project. The winner, must when appointed, adheres to the time frames and quality standards agreed upon on appointment; |

The first prize winner will receive as a compensation, a further sum equal to the amount of the first prize if, no contract for carrying out of the project has been signed within twenty-four months of the announcement of the results of the competition. Payment of such compensation does not give the Promoter the right to carry out the project except with the collaboration of the winner; |

VI. |
Should the Promoter be directed, in writing, by the South African Revenue Service ( SARS) to deduct any amounts paid to any competitor in respect of any tax or levy, then the Promoter shall be allowed to deduct this payment from the amount payable to any competitor and forthwith pay such amount to SARS; |

VII. |
If the winner is not residing in South Africa, he/she will be compelled to form a joint venture with a South African based firm of architects; |

VIII. |
If the winner is a South African architect who does not reside or practice in the Eastern Cape, then he or she will have to reach an agreement with the Promoter on the execution of the project or will be compelled to form a joint venture with an Eastern Cape based firm of architects; |

IX. |
If the Promoter decides to use the services of the winner then, after the announcement and before proceeding with the plans, the winner shall enter into a consultative process with a forum drawn from various interest groups. The duration of this process shall not exceed two (2) months and will involve a maximum of three (3) meetings, chaired by a facilitator appointed by the Steering Committee; |

The prize money will be paid out in South African Rands and is inclusive of VAT. |
4.5.2 Reservation of right to make no award for first prize
If in the opinion of the jury there is no second stage entry that satisfies the criteria of excellence which the competition is intended to promote and/or which meets the requirements laid down by the brief for this competition then the jury may make no first prize award. The jury can then make ex-acquo prizes, in such a case, after anonymity has been lifted and the competition results announced.
The jury may decide to interview the ex-acquo winners to determine the outright winner.
4.5.3 Report by jury
The report covering sessions and meetings of the jury, for first and second stages and their results, shall include the following in particular:

The minutes of jury meetings, including the results of all votes; |

II. |
Decisions as to the elimination of a design from the competition; |
| |
III. |
A list of all the accepted competition designs; |
| |
IV. |
A brief evaluation of all the competition designs having reached second stage; |
| |
V. |
The decision as to the granting of prizes and awards, including justification thereof; |
| |
VI. |
Attendance lists for jury members and experts for all sessions of the jury. |
The report covering meetings and decisions of the jury shall be finally confirmed by the signatures of all main jury members. Should jury members expressly ask for it, the report shall state their different opinions. The Promoter of the competition shall send the final report to all competitors, jury members, and SAIA.
