4 COMPETITION DETAILS

4.3 FIRST STAGE

4.3.1 General requirements for first stage submissions

The first stage competition entries shall by means of concept drawings/sketches communicate the key concepts for the design of the site as a whole and for all the buildings. The brief for the various buildings which forms part of this document specifies the requirements for the various spaces. While detailed planning is not required in the first stage of the competition, this information is given to enable competitors to make informed decisions about zoning, dimensions, etc. Since the primary aim of the first stage is to identify rich and imaginative concepts for further development, competitors should communicate key design ideas rather than produce detailed plans. The first submissions should:

  I. Illustrate key spatial, formal, structural and functional features of the design;
  II.
Illustrate the external character of the various buildings;
  III. Illustrate the competitor's attitude to materials, textures and colours.

4.3.2 Drawings, sketches and photographs

Competitors may submit a maximum of four (4) A1 (840mm x 594mm) sheets for the first stage. Provided that they comply with the following requirements, competitors have the liberty to include any drawings they may deem best to communicate their concepts. Requirements for first stage submissions are:

  I.
Metric scales shall be used;
  II.
At least one interior and one exterior perspective drawing shall be included;
  III.
Bar scales and orientation shall be indicated on all drawings;
  IV.
Functions shall be indicated on the drawings;
  V.
Medium of graphic presentation is at the discretion of the competitor;
  VI.
All drawings shall be mounted on flat, white cardboard which may not exceed the specified A1 size by more than 10mm all around. Rolls of drawings will not be accepted;
  VII. Two compact disks (CD/DVD) containing all the presentations in PDF format;
  VIII.
An identification code, to be chosen by the competitor, comprising a 7 digit code, 10mm high, will be located on the bottom left-hand corner on each sheet. On the bottom right-hand corner, there will be a separated frame 30 x 30mm designated for the number of the drawing. The title: should appear on each sheet;
  IX. All submissions must be in English, use of any other language will not be acceptable.

In addition to drawings, four photographs, not larger than A5 each, of a model (or models) may be included in the submission. Photographs are to bear the same identification as prescribed for drawings. Models should be working models – i.e. they should not be made to presentation standards. The photographs can be colour and the models themselves shall not be submitted.

4.3.3 The report

Competitors for the first stage shall submit three copies of a report not exceeding 1 000 words in length, in Arial font and size 11 pt. The report may only use English and shall include a brief and clear explanation of the basic principles of the design with particular emphasis on:

  I.
The key issues raised in section 4.3.1;
  II.
Location of the building(s) on the designated site;
  III.
General concept of the architectural design;
  IV.
Simple description of operational and spatial relations inside the building(s);
  V.
Brief technical description of the structural design and materials used;

The report should contain a minimum of one (1) and a maximum of two (2) annotated concept diagrams, illuminating key aspects of the design. The report will also be stored on two (2) CD/DVD carriers together with the plans. All shall be included, together with the plans, in a solid and opaque sealed package.

4.3.4 Identification envelope

An envelope with the inscription “Identification” shall contain names, addresses and signatures of authors, co-authors and the above mentioned two (2) CD/DVD carriers with plans in .pdf format (A3 format) as well as the report in .doc or .xls (in case of tables) formats. The identification code comprising of a seven (7) digit code made up of letters and/or numbers, 10mm high, will be on the front side of the envelope. It shall be sealed, completely opaque and placed together with the plans in a solid package.

4.3.5. Evaluation criteria

Submissions will be evaluated according to the following criteria:
