4.2 COMPETITION SETUP AND ORGANIZATION
In setting up and running the competition, many committees and individuals are involved. They are:
4.2.1 Advisory Committee
The Advisory Committee is responsible for the management of the competition. It includes Mr. B Xaba (Project Leader), two representatives from SAHRA, one representative from the Kouga Municipality, one representative from the Cacadu Municipality, one representative from the Wilderness Foundation, one representative from the DPW (Mr E F Oosthuizen), one nominated by the Reference Group and two representatives from the NMMU Architecture Department .
4.2.2 Reference Group
The Reference Group is a broadly representative advisory body consisting of informed and relevant people appointed by the Minister of Arts and Culture. Members of the Reference Group are Prof Henry Bredekamp, Prof Himla Soodyall, Ms Sophia William de Bruyn, Ms Nomakhosazana Abigail Njobe, Ms Bertha Gxowa, Ms Diana Ferrus, Dr Yvette Abrahams, Chief Jean Burgess, Ms Phumla Madiba, Dr Nearly Swarts and Mr Mlungisi Johnson.
4.2.3 Jury
The jury consists of the following persons:
Prof Lucien le Grange, Prof Bannie Britz and Ms Laura Robinson, all nominated by the South African Institute of Architects; Mr Etienne Oosthuizen, representing the Department of Public Works, Ms Phola Mabizela, representing the National Department of Arts and Culture and Chief Jean Burgess and Ms Pumla Madiba, representing the Reference Group.
The Jury will at its first meeting select a chairman, who must be an architect.
After the completion of Stage 2 of this competition, the jury will continue to monitor the development of the design process until final construction of the Centre.
4.2.4 Competition Co-ordinator
The role of the Competition Co-ordinator is to advise and manage the competition process. The Competition Co-ordinator shall, inter alia, be responsible for communication with competitors, receiving information required to compile the competition document, compilation of the documents, registering entrants, receiving questions and distributing answers, receiving submissions, preparing submissions for adjudication, ensuring that rules of anonymity and other matters are followed, attending to the requirements of the jury prior to, during and after the adjudication process and any other tasks deemed necessary by the Advisory Committee or the jury, relevant to the administration and management of the competition. Prof Albrecht Herholdt, Associate Professor of Architecture and Ms Theresa Hardman, Senior Lecturer in the Department of Architecture at Nelson Mandela Metropolitan University, have been appointed as the Competition Co-ordinators.
